PNL’s Construction Advisory service helps owners, agencies, and developers de‑risk scope and secure cost, schedule, and quality outcomes before a shovel hits the ground—and keeps those outcomes protected through delivery. We combine feasibility analysis, site investigations, utility and right‑of‑way coordination, and permitting strategy with detailed cost planning (concept, schematic, and pre‑tender estimates), value engineering, and constructability reviews.

Our planners develop realistic programs (Gantt and 4D), stage works and traffic‑management plans, and resource curves aligned to market supply conditions. We shape procurement and contract packaging, prepare BOQs and specifications, prequalify bidders, run competitive tenders, and support evaluations and negotiations. During delivery, we remain embedded as the client’s representative, establishing governance, risk registers, HSE frameworks, change‑control, earned‑value reporting, and claims avoidance. The result is a clear, defensible basis of design and estimate, transparent reporting, and a project set up to finish safely, on time, and to specification.
